Can you post a picture of the entire piece?
Also have you tried cleaning the piece at all?
Use a soft dry toothbrush and see of some of that scaling comes off.

What is the ring made of? Any quality stamps, maker's marks, hallmarks?

Hi
No there are no metal stamps as the ring looks to have been hand made by someone. I suspect its sliver, i have not tried cleaning it but i will give it a go today with some warm water!

that type of close setting will allow the water to penetrate underneath the stone but it will be not easy to pull it out from there. when i am dealing with ancient pieces featuring such setting i am hesitant to use fluid that can permanently damage the thin foils usually placed between the metal base of the collet and the stone........

Please re-read my advice, jamjar:
Use a soft dry toothbrush and see of some of that scaling comes off.

No liquids. [-X

This type of setting, and the color of the stone, make me more think of some artificial cheap stone, glass or something, than anything else. But of course this is only a visual impression.

The flat back doesn't help to think of any cut blue natural gem.

Agree as well, it is unlikely that this ring contains a foil backed sapphire.. BUT, they do exist.

Are those vertical inclusions in the stone, or has it just had the bejeezuz scratched out of it?

Not my ring, Tom, and I haven't seen it in person. I suspect scratching. The ring is probably close to 200 yo.
