Would you kindly take a picture of the back of the pin? The solid backs visible where the stones are missing suggest probable foil backing. I suspect foil backed glass.

Glasses range widely in composition and hence hardness, so that fact that these stones scratch glass is not proof that they cannot be glass. Depending on composition glass can be fluorescent. Look for swirl marks and bubbles, under magnification.
