I just got a RARE GIA GEM PROPORTION SCOPE #140, unfortunately there is a missing part the STONE HOLDER. Is there anyone here that has an extra one they would be willing to sell or is there someone that can make one for me.

The stone holder is almost always missing when you buy them on ebay.

I could have one made but be prepared for sticker shock.

Are they still making them in china?

I don't think this item was made in china.
The proportionscope certainly was not.
Hard to say what they are doing now.

They still have the diamond holder here:

I looked at the recent ebay offerings of GIA Diamond Proportion Analyzers.
There were four that had been offered. Three of them did not have the stone holder.
Also some did not have both screens. There are supposed to be two different screens.
There also were screen versions sold only to registered AGS jewelers that had AGS proportion information on them. These had the AGS logo too.

Isn't using the GIA's Facetware a better option?

No. One must acurately know the crown and pavilion angles and the total depth. The rest is all subjective.
One must have numbers in order to accurately cut grade a diamond, unless you believe the is no such a thing as "ideal cut" and then everything is subjective.
