I have a ruby that was given to me by an store owner the ruby came from a ring that was smash and the ruby was damage, there was an attempt made to fix the stone by re-cutting it and filling it to stabilize it for cutting however this was left undone however it has the glass filling for stabilization. Is it worth being recut?
The stone was said to be an “Burmese Ruby” , the only tests that was done on it where an filter test and a hockey stick light test and it passed these.

If it's glass-filled, GIA now calls these "composite stones". You can buy all you want in the markets in Bangkok for a couple dollars a carat. it's garbage.
