I have searched for inclusions pics of flame fusion spinel, but I can't find much at all. Most of them are of flame fusion corundum and doesn't resemble what I see.

Actually - following one of the links Barbra posted recently I noticed some inclusions in photo's similar to yours - particularly the straight ones. In this case the inclusions were said to be liquid.
given the use use of hydro/oxygen in the manufacturing process I guess it isn't beyond the possibility that you have water inclusions - assuming the stone is in fact flame-fusion
Still just a guess though. After that I'd be asking stephen about his current price on a raman device...
