Most of the shortwave bulbs/lights I've seen used for germicidal purposes are unfiltered. The UV lamps we use for gemstones are filtered to remove the wavelengths we don't want.
I don't know if the filter would reduce it's capability for killing germs(what wavelengths kill the most?), but you could probably remove the filter(if necessary) and have something reasonable to work with.
Even 4W will kill germs, but it would just take more time than a more powerful lamp. I'd assume the sanitizing action is a combination if intensity and time (with distance to the light source also being important). I don't know how much time is needed either, but something is probably better than nothing, right?
I don't have the equipment to test how effective a 4W bulb would be, but I'm sure there is some info out there on recommended exposure times for sanitizing. You could adjust your exposure times based on the power of the lamp used.

Well I must be under influence of some sort. In Barbra's sentence I first read "gemicidal lights" instead of "germicidal". For a split second I wondered why on earth should we want to kill gems with lights. I must be tired of doing nothing at home ! It must get on my nerves.

LOL. I started sewing. Everyone is wearing a custom designed apron. My son's girlfriend (who works at a hospital with a mask shortage) is sewing masks with festive designs.
