Unless the safe is very very heavy, the burglar will simply steal the safe, then deal with getting it open once he has it safely out of your home.

I have read about people keeping a safe in the house with nothing in it for that very purpose, then have money stored in old cleaning bottles under the kitchen sink. The burglar runs off with the safe content that he has anything of any value.

My safe is very heavy and impossible to move without an engine hoist. I have a small safe at work that is probably even more resistant to removal, since it's bolted to the concrete floor from the inside. As you say, having a little safe sitting around is an invitation to remove it. Bolt it to a concrete pad from the inside and set up a security camera for some amusing video should someone try to grab it.
