I live in Melbourne, Australia and it’s winter here right now, so not much sunlight. But I’ve noticed the same in Europe and at other times: all my stones, whether they’re diamonds, synthetic or natural corundums, or spinel or you name it, look dull in daylight but show their best selves after sunset when the LED lights are on =P~

Is it because of location and season or do gems everywhere look duller in daylight than in artificial lighting?

Stones cannot create their own light. They simply reflect the ambient light. When light levels are low, gems are not as bright. When light is diffused the stones don't sparkle as mush. The sparkle is created by small, specular, light sources such as the what LEDs create.

Next time you are in a jewelry store take moment to notice the lighting. Jewelers spend big money on lighting to enhance the look of their stones. They will often even have different lighting, in different sections of the store that is tuned to better show off stones of different colors.
