No doubt, no doubt at all, it's a lovely piece of rough. When I see it I immediately envision several lovely cushion cuts and one in particular. But, of course, it all depends on what you will ultimately be most pleased with. You purchased the rough for a reason. It's your purchase.
If you are satisfied with leaving it as a lovely example of fine garnet rough then you have it in hand. BUT, if on the other hand, you wish to express what the rough is ultimately capable of demonstrating then proper cutting is the choice. It could be a FINE finished stone, IF it is capable. Is it clean, is it well shaped, can you or another cutter tease the maximum performance from the lovely beast. That is your decision. What a lovely decision to make. You know my tendency.
If you ultimately do decide to transform it into a gemstone of lovely significance may I humbly input a suggestion as to it's design. I do love garnets, I have a passion for transforming them into art.
I also think it could yield something decent but I'm quite concerned about the inclusions, they can be pretty tricky. The stone needs to be carefully inspected first; I will have a window cut on the back of the rough then I will decide what to do with it.

I suspect that once you have cut a window it will lose it's value as a specimen, so no matter the inclusions you probably should go ahead and cut it. At least then you will be able to determine where the inclusions are and how best to cut it.
