Colors like hot pink, black, purple, green, blue are dyed.
They started as banded gray.
These are dyed:

I think identifying dye in agates takes some experience in looking at and studying them.

why in dyed agates some bands are untouched by paint?

In some parts the structure is more macro than micro-crystalline and so the dye doesn't penetrate.
