I am baffled by this stone, I got it along with some others when I made an equipment purchase a long time ago.
I'm not a geologist so I don't have any gemological equipment to help id it.

One picture of it wet, the other dry. The pictures look almost black but it is actually dark blue, the rind is tan/orange

I see saw marks. Is it part of a slab? How big is it?

Yes it was already cut when I got it and that is the only piece.

It is 3" long, 1" at the narrow end and 2" at the wide end, 1/2" thick.

It looks kind of like blue unakite.

LOL, if only unakite came in blue.
How about some clues.
Hardness?
Notice any cleavage or fracture planes?

Yes wouldn't blue unakite be awesome.

No cleavage or fracture planes that I see.

A carbide scribe will scratch it but I have to use a lot of pressure, steel will not scratch it, just leaves a streak on the surface.

The stone feels very solid and dense, it weighs 4.12 oz

Are there any other home tests I can do without specialized equipment?

My guess would be something in the jasper spectrum. Hard to tell from photos. What do those orangy specks look like up close?

Using a cheap usb microscope I took a pic of the spots.

They seem amorphous to my eye, like a paint splash.
