Unlikely, judging solely on the picture. I see something which looks dendritic (those black lines) but I'm not seeing chatoyancy. Seraphinite is a variety of chatoyant clinochlore.
The chatoyancy in seraphinite looks like feathers or wings.
I think some of the 'features' I am seeing in the stone are actually the face of the person taking the picture. serpentine was my first guess, too. Though I have seen some jasper like that as well.
