I found this when I was young, on a beach in California. I have always wondered what it was.

1. does it feel waxy?
2. Try scratching it with a pen knife. Can you scratch it?

It is hard, shiny and heavy. I was told it may be actinolite, so now I am kind of worried to try any tests on it.

Actinolite is not inherently dangerous. Asbestos as a class is dangerous because of its fibrous shape (combined with its chemical stability), so for actinolite to be dangerous it has to be fibrous, which this stone is not.
But we can't tell if it's actinolite or epidote or a million other things without some data beyond a photo.

Why? Because actinolite has a fibrous nature? What was the "actinolite" suspicion based on?

Again, is it waxy? Does a pen knife scratch it?
Can't help you if you don't perform some tests.
