I do not find anything about glass filling in rubies though... Seems the info is a bit oldish and generalised?

Probably they don't include lead glass filling in ruby treatments chapter because they don't consider such stones to be rubies, but composite materials (see "Gemstone Information Manual", last page), same as many labs and gemologists nowadays.
