The ideal combination of pressure and temperature is found only in the thick, ancient, and stable parts of continental plates in the crust of the earth where the lithospheric mantle known as cratons exists. The length of residence in the cratonic lithosphere is influential on the diamond's crystal size (longer residence allows it to grow bigger).

It appears as though you are talking about diamond formation.
With new discoveries of what appears to be diamond stars and the presence of diamonds in Diamonds in Meteorites, I think we may have to look at diamond formation with fresh eyes.
