they could be garnet crystals and there's no way you can remove them. It would be good to have pictures in order to give a more seasoned opinion.

Boiling diamond? Don´t go for a cigarette meanwhile, if the water is gone you easily end up with CO2 in the atmosphere and red dust (garnets) at the end

diamond clarity enhacements method usually doesn't "remove" inclusions, they modify their appearance/visibility so, remove red spots or crystals from a diamond it's impossible but, if we're i the si2 -i1 range some black inclusions can be turned into white reaching the inclusions by laser drilling.
i can be more esaustive in a copule of hours orso, if you want. meanwhile i suggest you to google for "diamond laser drilling"
ciao

I think the concept of the "boiling" may be a misinterpretation of V. G. Vins : New Ultra Deep Cleaning Diamond Technology
Described here:
http://vinsdiam.com/?l=en&id=n%E5tech

The before and after claims are impressive.

This is a Russian technology.
The unit costs about $4 million and can treat over a kilo of diamonds at a time, using relatively low temperatures and pressure.

I suggest contacting the company providing the technology and asking them directly.

Report back on your findings.
