Hummmm……interesting indeed.
I have a few ideas as to how it works or might work.
But it would be useless to speculate. I would like to test and play with it.
The picture of the device looks very similar to the Green Laser Pointers we use in Astronomy to help point out various items of interest in the nighttime sky to novices.
It states you have to wear protective laser goggles so that means you have loose high powered concentrated 405nm laser beam flying around. Not a good idea, especially against human skin. Probably will be outlawed in California lol Skin cancer threat lol
