What a bunch of crap!
This doesn't address anything about fission products, some of which have relatively short half lives, and others which have much longer half lives...
In addition to this, Carbon is Carbon, and not all of the Graphite would be changed to C14, so if you processed it, you would have a mixture of C14, C12, and C13... If you were to try to separate out the C14, you'd essentially have to perform isotope extraction and concentration, just like when you're enriching Uranium...
Not sure what percentage of C14 you'd have to have to make a viable battery.
This really isn't much of a solution to anything, except possibly making a longer lived backup or medical battery.
And it would create the additional problem of releasing all of that radiation, which storing the blocks doesn't do.
Any batteries would have to be collected after the end of life of the device they are used in, as they would still be radioactive for 50,000 years (ten half lives = statistical zero radiation), otherwise you'd scatter C14 all over the biosphere...

And it only appears to generate a tenth of a milliwatt of energy at 1.9V

On the other hand, I recall, 50 years ago, photographing the very first LED, and it emitted so little light that the exposure was about 3/4 hour (actually, we put it under the microscope, opened the shutter, went to lunch and looked what we had when we came back). Now look where 50 years of development has got us.

This isn't a new technology. It has been around about as long as leds.
