A gem, or gemstone, is a type of material that is capable of being cut and polished for use in jewelry or other ornamental applications.
Could your specimen be fashioned and used for an ornamental purpose?
Probably?
Would it have any intrinsic value?
No.

It is probably a brown jasper or chert, maybe quartzite. You could have a cabochon cut as Barbra said. It will almost certainly take a high gloss polish but it will still be brown with a few light stripes. Not a big seller. Only worth doing if this particular pattern particularly appeals to you or the stone has sentimental value. That said I have cut similar stones myself (collected from drainage gravel between chemistry classes in my undergrad days--orgo does weird things to your brain) just to see how they would turn out, and a couple of them came out better than I had expected.
