You can cheaply and without specialist equipment create a reducing atmosphere to scrub some of the atoms out by packing ground-up activated charcoal or bi-carbonate or soda in tinfoil around your piece of tourmaline - this frequently helps to lighten the saturation. You will need to take it quite high in temp for some time and reduce the temp very slow to reduce thermal shock.
