I think it's just a small diffraction grating spectroscope. If you take any spectroscope and place it up to your camera on your phone, you should be able to see the spectra, though an my phone it's tiny. Perhaps if your phone has close-up or the ability to magnify you'd get a larger image.
Precision usually doesn't come into play, at least, not for me. I look for characeristic lines and patterns and I've never tried to actually measure one line or another. I suspect that one could use a microscope camera and create a holder on a diffraction or prism spectroscope to be able to see the spectra on a screen.
